Planning commission endorses draft five-year Capital Improvements Plan and implementation matrix

The Mineral Planning Commission endorsed a draft five-year Capital Improvements Plan and a companion implementation matrix, a framework commissioners and staff said will help the town prioritize infrastructure and capital projects for future budgets.

Commissioner Maggie (speaker 3) presented the draft CIP and explained that the document is a planning tool linking the comprehensive plan to the annual budget. The draft organizes projects by category and funding source and includes a sample project page that standardizes how proposals should be described. The implementation matrix pulls items from the comprehensive plan and assigns priority, time frame, resources and preliminary costs where available.

Commissioners praised the structure and agreed to use the draft as a working framework for the current budget cycle. "Maintaining an adopted CIP strengthens the town's ability to secure outside funding and helps reduce pressure on local finances," Maggie said during the presentation. Several members noted the town currently lacks a dedicated CIP line in the budget and asked the commission's committees and staff to gather ballpark cost estimates for higher-priority projects.

The commission adopted a motion to endorse the draft CIP and the implementation matrix for further development and for use as the commission's working document while committees and staff refine project-level cost estimates ahead of the budget cycle.
