Council approves composting intergovernmental agreement and adds stop sign at Pine Mountain Lane

McCandless — The town council on July 13 approved two ordinances covering a composting agreement with a regional council of governments and a traffic‑control change.

Ordinance 1572 authorizes the town to enter an intergovernmental cooperation agreement with the North Hills Council of Governments and other participating municipalities to permit McCandless to participate in a composting program. A council member noted minor price updates were necessary to reflect equipment and operator costs; the solicitor and public‑works staff said the town's charter currently requires such agreements by ordinance even though state law now allows adoption by resolution for many municipalities. The council passed the ordinance on a voice vote; the chair announced the motion carries.

The council also approved Ordinance 1573 amending the town traffic code to place a stop sign on Pine Mountain Lane at its intersection with Newhart Boulevard. The police chief supported the move, citing resident complaints and the intersection's geometry: "...the intersection with the slope of the roadway..." he said, noting complaints and a history of calls. Several councilors discussed the need for consistent criteria for stop‑sign placement so requests are evaluated uniformly. The traffic ordinance passed on a recorded voice count announced as 6‑0.

Both measures passed without further amendment. The council did not allocate new funding at the meeting for the composting agreement beyond what was discussed as price adjustments; implementation details will be handled through the Council of Governments' program processes.
