LGCCA meeting: Fletcher rezoning for 150 apartments set for May hearing; Playhouse, mitigation and capital projects also reported

Leaders from municipalities across Henderson County used the Local Government Committee for Cooperative Action meeting on April 21 to report on upcoming public hearings, capital projects and community events.
Town of Fletcher: Mayor Preston Blakely told the committee the town will hold a public hearing on May 11 for a rezoning and special-use permit for the 'Birkshire Trace' affordable housing project, which proposes about 150 multi-family housing apartments. Blakely also said Fletcher is reviewing an amendment to its Land Development Ordinance to restrict data centers and noted the council passed a resolution opposing state legislation that would limit local property-tax authority.
Flat Rock Playhouse: Lisa Bryant, Producing Artistic Director, summarized highlights from the Playhouse’s 2025 Economic Impact Study, outlined the 2026 season and youth programs, and noted the organization will celebrate its 75th anniversary in 2027.
Henderson County and capital projects: Vice Chair J. Michael Edney reported that groundbreaking has begun on the county’s new jail and on a new courthouse; he also said the county will review the feasibility of a new branch library in Fletcher.
Flood mitigation and recovery: Mayor Anne Coletta reported the Village of Flat Rock awarded a contract for the King Creek Mitigation project to repair Hurricane Helene damage and is seeking FEMA reimbursement. Councilwoman Sandra Goode said Mills River has begun repairs to a back loop damaged by Helene with work expected to be completed around June 1 and that FEMA reimbursements are being received.
Events and grants: John Connet and Mike Morgan described America’s 250th July 4 celebration plans, and meeting minutes note the county received a $10,000 NC America 250 program grant to help costs. Mayor Barbara G. Volk listed several city events and meetings, including a May 1 budget workshop, a May 27 Housing Summit to present a housing plan, and May openings for local farmers markets.
Procedural business: Vice Mayor Matt Toner moved to approve the meeting agenda and the motion was adopted unanimously; Vice Chair J. Michael Edney moved to approve the Jan. 20, 2026 minutes and that motion passed unanimously. Council Member Melinda Lowrance moved to adjourn at 3:51 p.m.
