Middletown authority approves up-to-$250,000 line item for replacement jet truck

Staff told the Water Pollution Control Authority that the existing jet truck (1999 model) has high hours and repeated pump repairs and recommended buying a demo Vatcon jetter rather than repeatedly repairing the old unit.
The authority reviewed a quote (identified in the meeting packet) for a demo Greatliner VATCON jetter and discussed funding. Staff recommended creating a new line item in the General Sewer Improvement Fund (GSIF) or using PSIF fund balance to fund the purchase not to exceed $250,000. Board members asked whether council approval or bonding would be necessary; staff said that because the funds would come from the authority’s fund balance the WPCA could approve the expenditure without council bonding, though nonreferendum bonding would require council.
A motion to endorse the purchase and create the line item was made, seconded and approved by voice vote. Staff said they would supply a clean resolution and proceed with the procurement steps consistent with the appropriation.
