Narrows council weighs new convenience-center site, holds tenant to environmental study

Town officials told the Narrows Town Council on Jan. 13 that the town is considering moving its convenience center to property at the corner of Route 460 and State Line Road owned by the Purdue family, citing repeated flood-related losses at the current roadside location.
"It's property that the Purdue family owns," a council member said when presenting the site. Town staff explained the existing site is in the flood plain and has suffered damage to dumpsters, building and fencing. Staff noted that the original lease committed the tenant to pay for a Phase 1 environmental study before leaving the site, and to pay for Phase 2 testing if the Phase 1 warrants it.
Terry, the town manager, said: "In the original lease, they had committed to the fact that they would do a phase 1 environmental study of the site ... They would pay for it at their expense and give us a report. If needed, they would pay for a phase 2 study." Councilors said the town will hold the tenant to that obligation before finalizing any relocation or lease termination.
Councilors also discussed the option to lease the new parcel rather than purchase it; they said a separate remainder parcel had been offered for $200,000, a price they judged high relative to lease costs over time. No formal vote was taken; staff were asked to continue negotiations and to secure the full parcel rather than a partial block if the town pursues a lease.
Next steps: staff will continue discussions with the landowner and confirm the tenant completes the Phase 1 environmental study for the current site before any change in lease status or site transition.
