Converse County board approves Bosch agreement, signs off on minutes and invoices

The Converse County Joint Justice Center Joint Powers Board unanimously approved a Bosch SMA Agreement and approved routine minutes and multiple invoices during its June 18 meeting in Douglas.
Under Action Items the board voted to accept the Bosch SMA Agreement quote as presented; Ron McNare moved for approval, Donald Blackburn seconded, and the motion passed with all members voting aye. The board also approved the minutes from its May 21, 2026 meeting and voted to approve May 2026 communications invoices and June 2026 operations invoices after brief discussion on specific line items, including a janitorial expense and Laramie Range charges.
Staff provided technical and operations updates. Captain Alvarado delivered a functionality overview of the current camera system and said the Bosch Agreement was discussed at the Dispatch Advisory Committee on June 17, 2026; paging options for Douglas and Rural Fire were also part of that advisory discussion. Alex Boesfplug gave staffing and training updates and identified ongoing Motorola issues that are being addressed. Undersheriff Chris Walsh provided follow-up information on an earlier inquiry regarding encryption for mobile handheld radios.
Technical Services Director Chris Caskey updated the board on ongoing air handler problems and noted concerns about temperatures in the Sheriff’s Office, Dispatch and the IT server room; Caskey also reported work on siren systems and weather warnings and discussed recommendations for a backup generator to improve resiliency.
The board discussed the LGLP FY27 Declaration Page but took no action on that item. Chairman Rick Grant said there would be no executive session at this meeting and adjourned the session at 9:33 a.m. The next regular meeting is scheduled for July 16, 2026, at 9:00 a.m. in the Commissioners' Chambers.
