Converse County joint board approves minutes, hears EWC construction and departmental updates

The Converse County Municipal and County Joint Powers Board met April 8, 2026, approved its Jan. 7 minutes and heard updates from county departments and partner agencies.
Chair Trent Kaufman called the meeting to order at 7:02 a.m. and members approved the Jan. 7 minutes after Rick Grant moved and Jim Willox seconded; all voting members present voted aye.
Alex Boespflug of the CCJCC gave an E911 update, reporting on staffing and the status of the Rave and Code Red alert systems and said he would submit a preliminary E911 budget later that day.
Public Health Director Johnna Shepherd reported on staffing and vaccine availability and described contingency plans in case of generator failure, saying the department is working on a permanent fix.
Victor LeGloahec of the Tourism Promotion Board outlined summer event planning, staffing and bylaws review work and said the current lodging tax rate is 4 percent; this year’s lodging-tax projection is $380,000 and receipts are running below earlier projections. He also noted a new visitors guide is available and that the board is preparing ballot language related to lodging tax.
Rick Grant updated the board on Joint Justice Center maintenance, including snow removal, building leaks, generator and camera systems; he reported the door lock project has been completed.
Jim Willox briefed the board on the EWC grant-funded facility, saying construction is on schedule and on budget and classes are anticipated to begin in January 2027. He noted EDA reporting is due this week and the Board of Trustees will hold a beam-signing event April 14.
Rick Andrews (Douglas Fire, FSA) reported on Glenrock facilities and fleet and said a fire ban is in effect; he added that any exemptions require prior approval from the Fire Warden.
During the call-to-audience portion, members and staff provided a range of local project updates: road construction (Judi Colling), a Veteran’s Monument, a fire-hall expansion and a golf-course building (Russ Dalgarn), and communication-tower work. Willox said county commissioners will meet in Rolling Hills on April 28 to discuss improvements to 55 Ranch Road and gave timeline updates for BrightNight and Settler Wind; he said work on the Prometheus project is expected this quarter or the next. Ken Montgomery said Rolling Hills is replacing a walking path along 55 Ranch Road with completion expected in May 2026 and noted two new dog parks.
Clint Becker (Sheriff) raised concerns about potential impacts from budget constraints on WHP and mentioned local fraud crimes. Willox said commissioners will hold a special meeting that Friday to appoint a Clerk of District Court.
