Kevin, a health department staffer, told the mayor's Code Enforcement Committee on Sept. 25 that he had received an email complaint from the owner of Harry's Jailhouse at 51 Warwick alleging ongoing nuisance conditions at the neighboring property 50 Warwick Street and an incident on Aug. 20 when police and an ambulance responded.
Reading the email, Kevin said a police officer told a neighbor that "the smell was so overpowering rancid that he had to put a mask on," and the correspondent reported speaking with a detective after the event. Kevin said the timing of the complaint (after the fact) makes enforcement follow-up difficult, but staff will "knock on the door and see what happens." Tom noted the property had been cited in 2023 and 2024 and that he would add the address to an inspection route.
Committee members discussed enforcement limits for after-the-fact reports. The chair said staff could seek consent to enter and, if denied, an administrative search warrant could provide grounds for inspection. Staff emphasized they lack resources for after-hours surveillance and urged neighbors to contact staff as incidents occur so inspectors can respond promptly.
No members of the public participated in the meeting; the committee left the 50 Warwick item on the agenda for follow-up at the next meeting.
