The Greenwich Township Land Use Board approved a D1 use variance and minor site plan allowing Beacon (Greenwich Commons 2 LLC) to open a specialized post‑secondary day program for adults with intellectual and developmental disabilities in an existing 22,280‑square‑foot building at 1 Greenwood Street.
Attorney Michael Grodnick told the board the proposed program will serve up to 35 students, run an 8 a.m.–4 p.m. schedule (students on site 9 a.m.–3 p.m.), and operate with the staffing ratios required by New Jersey code. Grodnick said 15 students were already enrolled and that transportation will be provided primarily by vans associated with Beacon group homes.
Planner testimony described the site as particularly suitable for the use because of its highway‑adjacent location, singular driveway access that reduces competing retail traffic, and sufficient parking (218 spaces) to accommodate the program alongside existing office tenants. The applicant’s engineer and planner agreed to the municipal engineer’s technical comments and to make those items conditions of approval.
Board members focused questions on operations, including the number and management of vans, overnight parking, and whether medical or behavioral health services would be delivered at the site. Lisa Patrick, identified as national vice president of operations for Beacon’s New Jersey programs, said behavioral health services would be provided and that the facility coordinates community integration activities; she confirmed the program would accept Medicaid‑funded referrals under home‑and‑community‑based waivers.
The chair warned the board could not waive ordinance section 7‑4.2 (which restricts overnight parking of commercial vehicles between 9 p.m. and 6 a.m.) and advised the applicant to confirm whether van parking would conflict with that ordinance or require a township committee exemption.
After closing testimony, the board moved to grant the D1 use variance and minor site plan approval subject to the municipal engineer’s report dated 06/23/2026 and the board’s typical conditions. A roll‑call vote recorded seven eligible yes votes and zero nos; the motion carried. The applicant also made a separate minute‑entry request that zoning and construction officials treat the approval as if a resolution had been adopted to allow the applicant to pursue building permits on a school‑year schedule; the board recorded that request and approved it by the same roll call.
The approval includes the conditions listed in the municipal engineer’s review and standard board conditions; the board required that any remaining technical items be resolved before final resolution adoption.
