Milton commissioners approve late-payment policy, outreach support for July 5 events and personnel contracts

Milton’s board of commissioners approved several administrative actions at its June 10 meeting, including a new Late Payments Due to Office Closure policy, a community outreach water request for the town’s July 5 Independence Day celebration, and a Finance Officer contract that will begin July 1.
Mayor Angela Upchurch read the Late Payments Due to Office Closure Policy (covering closures from power outages, storms and other inclement weather). Commissioner Bob Palmer moved to adopt the policy, and Commissioner Danny Cash seconded; the motion was approved unanimously. The Mayor said the final policy would be archived in the Town Office and could be amended later.
Under New Business the board considered the town’s first Community Outreach Application, submitted by Samantha McCraw in conjunction with the Milton Merchants Association for an Independence Day event. The application requested an estimated 5,000 gallons of water to support a wet bounce house, a possible dunking booth and a misting machine. Commissioner Danny Cash moved to approve the application and the board voted in favor.
The board reviewed a rental agreement with the Milton Renaissance Foundation for meeting space and discussed winter heating costs. Commissioner Robert (Bob) Palmer disclosed that he serves on the Milton Renaissance Foundation board and stated he wanted to recuse himself from decisions involving the foundation. The board approved a $150 per month rental payment for Town meetings; the transcript records the motion and that “all were in favor,” but does not include a roll-call showing whether Palmer abstained.
On personnel matters the board approved a Finance Officer contract specifying 48 hours per month at $19 per hour (listed as $912 monthly), effective July 1. A part-time meter reader position (compensation listed at $275 per month gross) will be posted for two weeks; the board discussed reclassifying a groundskeeper role as an independent contractor and deferred further action.
The board briefly entered closed session under G.S. 143-318.11 to discuss an Independent Contractor Agreement and personnel reviews, and on returning to open session approved three contracts discussed in closed session.
