Board welcomes public‑safety hires, reappoints planning board and names youth council liaison

At its regular meeting, the Emerald Isle Board of Commissioners recognized new public‑safety staff, completed several appointments to advisory boards and praised volunteers and organizers for recent July 4 events.
Town Manager Frank Rush reintroduced Jeff Waters as interim police chief; Waters and interim staff introduced Officer David Busby, whose background includes military service, K‑9 handling, narcotics investigations and field training duties. Fire Chief Parker recognized six new hires and three promotions within the fire department, naming Castro Castillo, Eric DeLuca, Bradford Hopkinson, Jordan Pendrick, Reagan Roberts and Nicholas Dean among the new members and noting promotions to lieutenant and captain roles.
The board reappointed Chad McAvery, Andrea Beasley and Scott Bookout to three‑year terms on the planning board and appointed Andrew Frick, Tim Kinch and Mark Wicker to three‑year terms on the board of adjustment, all motions passing by voice vote. The board also discussed 14 applicants for a Youth Advisory Council, scheduled an organizational meeting for Aug. 25 and appointed Commissioner Plumb as liaison.
Public commenter Mary Anne Waldrop praised the town’s July 4 programming and the trolley pilot, encouraging volunteer contributions to sustain the service. Commissioners thanked volunteers, the Stanley family for pier access during fireworks, and event organizers for a well‑received weekend.
The board moved to closed session at the end of the meeting for attorney‑client and personnel matters.
