Eagle Scout candidate proposes Winnebago West park entrance; board recommends moving design forward

Randy Christopherson, an Eagle Scout candidate from Boy Scout Troop 146, asked the Monona Parks and Recreation Board on July 15 to approve a volunteer-built entrance at the Winnebago West park site between Matthews Grove and Southaven Avenue.
Christopherson said the proposal would add a sign or arched gateway, a crushed-rock path of roughly 6 feet in width to meet accessibility goals, seating and native plants to increase public visibility and use. "I want to include, like, a sign or arch ... a path ... a bench ... and flowers and plants that are native to Wisconsin," he told the committee.
Jake, the parks director, told the board the city could cover the concrete sloped entrance and that a park sign was already budgeted. He recommended approving continued design work now and returning to the committee or city council for final approvals once capital funding is confirmed. "If today is kind of permission to keep moving forward with the planning phase," Jake said, "we had already budgeted for a rental park sign for the areas."
Board members praised a submitted rendering of an arch and landscaping. One committee member said an arch would make the entrance popular; another noted the Boy Scout troop’s ability to provide volunteers for construction. A member moved to recommend the project to the city council contingent on capital-budget funding; staff said they would follow up with next steps for approvals and materials.
The committee discussion identified several near-term steps: finalize a project proposal with a detailed budget, confirm whether plan-commission sign approvals are required, identify the capital budget request for a concrete entrance abutment, and schedule volunteer work after those items are in place. The board did not record a formal roll-call vote on final approval of construction but moved to forward the recommendation contingent on funding.
Next steps: staff will continue design work, return to the committee with more complete budget figures and seek council/plan-commission approvals before construction and volunteer installation can begin.
