Selectboard signs July tax warrant, authorizes fuel contract signature and reviews waste-oil cleanup estimates

At its May 27 meeting the Orford Selectboard reviewed and signed the July 2026 tax bill warrant, based on the town’s 2025 tax rate. The board also reviewed and signed a request to hold a raffle during the summer concerts and renewed the McGoff Salvage Yard junkyard license.
Esther Dobbins-Marsh asked the Selectboard to authorize her to sign the town’s fuel contract once a rate is set so the contract can be accepted and submitted online. Kevin Follensbee moved and Larry Taylor seconded a motion to authorize Dobbins-Marsh to sign the contract when received; the motion passed 3–0.
The board reviewed estimates for removing waste oil from town property. Charles Smith Jr. said removal cannot proceed until required testing is complete. The board received an Enviro Serve estimate of $2,300 if the oil contains no gasoline and $4,500 if oil and gasoline are present; a Clean Harbors estimate was still pending. Smith said he had identified several grants that could cover removal costs.
Board members also discussed illegal junkyards and enforcement options. Smith noted enforcement of RSA Chapter 236 (motor vehicle junkyards) is primarily the responsibility of the New Hampshire Department of Transportation but said local enforcement is possible in coordination with NHDOT; the Health Officer, Joanna Bligh, can inspect for leaking fluids or fire hazards.
The board entered a non-public session under RSA 91-A:3, II(a) at 7:00 p.m. for personnel matters; after resuming the regular meeting at 7:28 p.m. the board voted to seal the non-public minutes. The meeting adjourned at 7:30 p.m.
