Westgate CRA approves $65,000 in SDAP grants for 13 single‑family cottage homes on Saginaw Avenue

The Westgate/Belvedere Homes CRA voted unanimously Feb. 10 to approve Site Development Assistance Program grants of $5,000 each for 13 single‑family cottage homes on Saginaw Avenue, for a total of $65,000.
Staff said the homes are being developed by several small developers and are designed as three‑bedroom, two‑bath residences of about 1,117 square feet, built with concrete block structure (CBS) construction, impact‑resistant windows and contemporary finishes. SDAP funds will be used for exterior improvements such as paver driveways, native landscaping, durable paint, lighting and storm‑drain upgrades. The SDAP is reimbursement‑based: funds are disbursed after project completion and issuance of a certificate of occupancy.
Addresses and owners listed in the staff packet include 3675 Saginaw Ave. (Glomar Housing LLC), 3683 Saginaw Ave. (Global Legal Center USA LLC), 3691 and 3699 Saginaw Ave. (Caro Lopez LLC), 3707 Saginaw Ave. (Marina Velez LLC), 3715 Saginaw Ave. (Girca Properties LLC), 3723 Saginaw Ave. (Giga G3 LLC), 3731 Saginaw Ave. (QR Housing LLC), 3739 Saginaw Ave. (Aristi FL Management LLC), 3747 Saginaw Ave. (Gomeza Home LLC), 3755 Saginaw Ave. (EAI Investments Capital LLC), 3763 Saginaw Ave. (Elalgi Properties LLC), and 3771 Saginaw Ave. (Valencia Real LLC & AVS Investments LLC).
Board member Joanne Rufty moved to approve the grants; Teliska Wolliston seconded. The motion passed 4‑0.
Staff said applicants meet program eligibility guidelines and that the grants are intended to enhance exterior quality and neighborhood appearance. Funds will be distributed on a reimbursement basis once the homes are complete and certificates of occupancy are issued.
