Westchase board waives two homeowner fines, imposes others and approves pool lighting work

Westchase Community Association President Michiel Oostenbrink called the board to order Jan. 9, 2025, at the association management office following the resident forum. The board approved the Dec. 12, 2024, minutes and heard reports from the treasurer and standing committees before taking a series of votes on fines, committee appointments and facility projects.

The board granted appeals for two homeowners — O-1 (10506 Chambers) and O-2 (12030 Abbywood) — and waived their fines in full after a motion by Terry Boyd and a second from Rick Goldstein; the motion carried 7-0. The board also voted not to impose fines on a separate list of items that the board identified during discussion (motion carried 7-0). Separately, the board approved a motion to impose $1,000 fines on a set of specified items (T-1; P-1, P-2, P-4, P-5, P-7, P-8, P-9, P-12, P-15 and P-18) and to suspend those residents’ use of association facilities for up to 90 days, with suspension to begin on the fifth day after confirmation by the Covenant Committee; Terry Boyd moved and Rick Goldstein seconded, and the vote carried 7-0. The board tabled proposed fines for P-3, P-6, P-13 and P-25 to the Feb. 13, 2025 meeting (motion carried 7-0).

Facility and committee items were also on the agenda. Swim & Tennis Committee chair Dan Haigy reported that three LED-light quotes have been received for pool/court lighting with three pending, proposed two trial pickleball open-play Saturdays from 12 p.m. to 2 p.m., and recommended a decibel test before converting Countryway Court #1 to dual use because of nearby homes. After discussion about an unauthorized pickleball tournament, the board moved to grant the Swim & Tennis Committee authority to create a process to approve tournaments other than USTA events; Rick Goldstein made the motion, Nancy Sells seconded, and the motion carried 7-0.

On renovations, the board approved tile selections for the Countryway bathroom renovations as presented (tiles sourced from Floor & Décor); that motion carried 7-0.

The board approved two related pool actions. It accepted Cooper Pools’ proposal to ensure all four West Park Village pool lights are functional and authorized President Michiel Oostenbrink to approve change orders on the project; Rick Goldstein moved, Jessica Siddle seconded, and the motion carried 7-0. A separate proposal from GA Nichols for extra work at the West Park Village pool remained under review pending AD Engineering’s comparative analysis; the board took no action on that item and asked staff to follow up.

On governance, the board accepted an amended Document Review Committee resolution and used ballots to select five committee members. Vote tallies were announced and Jessica Siddle moved to accept the tallies and appoint Mary Griffin, Cal Hargreaves, Eric Holt, Jack Maurer and Bob Rohrlack to the Document Review Committee; Theresa Lanzar seconded and the motion carried 7-0.

The board approved requests from OneBlood to host a blood drive at the Countryway facility and later approved the blood drive on a quarterly basis; both motions passed 7-0.

The board noted that a property insurance renewal quote due Feb. 23, 2025, had not yet been received and took no action. The meeting closed with a request to solicit volunteers to fill a neutral Swim & Tennis committee vacancy and to recruit a design architect to help develop a vision for the West Park Village pool facility. The board moved into a closed executive session with legal counsel at 8:42 p.m.
