Westchase board reduces three homeowner fines, imposes new fines and short suspensions

The Westchase Community Association Board of Directors on Aug. 8 approved a series of adjustments to enforcement actions, reducing three homeowner fines and imposing new fines and temporary facility suspensions for other cases.

At the meeting at the association management office, the board voted 6-0 to reduce the $1,000 fine at 10743 Tavistock to $500 after a motion by Terry Boyd and a second by Jim Brinker. The board also voted 6-0 to reduce a $1,000 fine at 11810 Middlebury to $200 (motion by Terry Boyd; second by Rick Goldstein) and to reduce a $1,000 fine at 11823 Derbyshire to $200 (motion by Terry Boyd; second by Rick Goldstein).

The board then addressed a set of reaffirmed and proposed fines. On a 6-0 vote (motion by Terry Boyd; second by Rick Goldstein) the board decided not to impose fines on items listed as T-1, P-2, P-3, P-10, P-14 and P-15. In the same vote cycle the board approved imposing $1,000 fines on items P-1, P-4, P-5, P-7, P-11 and P-12 and directed that those residents’ access to Westchase facilities be suspended for up to 90 days; the first day of any suspension is to be the fifth day after confirmation by the Covenant Committee. The motion carried 6-0.

Several proposed fines were tabled for later meetings: P-6 was tabled to the October board meeting; P-8 and P-9 were tabled to the Sept. 5 board meeting; and P-13 was tabled to the November meeting. Each tabling motion was made by Terry Boyd and seconded by Rick Goldstein and recorded as carried 6-0.

Minutes record the motions, the movers and seconders, and that each vote carried 6-0; the minutes do not include a roll-call listing of how individual directors voted. The board did not provide direct quotations in the minutes. The board will consider the tabled items at the stated future meetings and the Covenant Committee will confirm dates that trigger any suspensions.
