Shiawassee County commissioners approve $11.4M in payments, grants and multiple contracts

At its June 17 meeting the Shiawassee County Board of Commissioners approved $11,391,780.53 in payments, adopted planning and zoning fee policies, awarded engineering and environmental contracts for a CDBG project, approved grants and allocated opioid settlement funds, and denied a FOIA fee-waiver appeal.
The Shiawassee County Board of Commissioners on June 17 approved a package of financial, contractual and administrative actions, including payment approvals totaling $11,391,780.53 and several grant and contract awards.
The Board approved warrants, wire transfers, ACH and EFTs and two payroll batches for a combined total of $11,391,780.53. The motion passed by roll-call vote with six yeas (Holzhausen, Johnson, Garber, Howard, Haley and Chairman Brodeur) and one nay (Commissioner Matthew Shepard).
The Board also adopted Resolution No. 26-06-11 establishing a Planning & Zoning Fee Schedule and retainer policy for county-administered zoning applications. The policy sets application fees (a zoning permit at $65 and appeals/variances/site-plan reviews typically at $130), requires an estimated retainer within ten business days and describes how retainer expenses are recorded and reconciled. That resolution passed 6-1 (Commissioner Shepard opposed).
For the MSHDA CDBG infrastructure project at Creek Pointe Subdivision, the Board awarded engineering services to ROWE Professional Services Company for an amount not to exceed $131,000, and environmental review services to Fleis & VandenBrink not to exceed $16,750. The Chair was authorized to execute the necessary documents.
The Board approved submission of the FY2027 Community Corrections grant application in the amount of $118,425.32, as recommended by the Community Corrections Advisory Board. The motion carried unanimously.
The Board allocated up to $30,000 of opioid settlement funds to the Health Department to provide drug remediation support for New Directions consumers and adopted the 2025 Health Department Annual Report. The Board approved a proposal from Collard's and Ludington to construct a VA garage and parking lot expansion not to exceed $100,678 (the project approval passed 6-1, with Commissioner Shepard dissenting).
Personnel matters included approval to replace an assistant prosecutor (7-0). The Board also denied a FOIA appeal filed by Justin Meyers seeking waiver of enhanced access fees after explanations by County Administrator Dr. Boggs and County Legal Counsel Eric Morris; the denial passed 6-1 (Commissioner Shepard opposed).
Chairman Gregory Brodeur reported positive activity in the county Landbank and said an agreement will keep the Senior Center in Morrice open for five years. County Administrator Dr. Boggs reported a Mitel contract update, that the county audit is complete and will be presented in July, and that a grant was received for the Landbank. The Board is scheduled to consider placing a county senior millage on the Nov. 4, 2026 ballot at its July meeting.
