Shiawassee County adopts new building and trade permit fee schedule, effective July 1

The Shiawassee County Board of Commissioners on June 17 adopted a new Building and Trade Fee Schedule (Resolution No. 26-06-12) to govern permits, inspections and plan reviews for projects in parts of the county the county administers.
The measure, moved by Commissioner Brad Howard and seconded by Commissioner Cindy Garber, passed on a 6-1 roll-call vote with Commissioner Matthew Shepard voting no. Chairman Gregory Brodeur presided.
The resolution directs the county’s Building and Trade Department to base permit fees on total cost of improvement using the International Code Council (ICC) Valuation Data Report. For residential work, the schedule sets an initial fee of $65 for the first $1,000 of valuation and $4.50 for each additional $1,000 or fraction thereof. Commercial and multi-family structures use a higher per-thousand multiplier described in the resolution.
Plan-review charges are set at 6.25% of the established building permit fee, with a minimum plan-review fee of $200. The resolution establishes an inspection fee of $70 per required inspection and a charge of $65 for each additional 30-minute increment when inspections require more time on-site. A $70 fee applies to certificate-of-occupancy inspections where separate documentation is required. A $500 application fee is required to initiate an appeal to the Construction Board of Appeals; contractor registration is required but not fee-based, according to the text of the resolution.
The resolution lists other line-item fees for electrical, mechanical and plumbing permits and technical items (for example, smoke detector fees and per-circuit fees for electrical work) and specifies administrative provisions for unusual projects and Building Official discretion when valuation is unclear.
By its terms the fee schedule becomes effective July 1, 2026. The text of the resolution cites the county’s authority under Public Act 230 of 1972 (the State Construction Code Act) and related rules for adopting fees to defray the costs of administering permitting and inspection services.
