Clerk summarized that Roper originally applied on 01/28/2026 and the prior application was denied after staff determined parts of the application were not completed truthfully. The Clerk stated, "He did not fill it out truthfully," and said Roper had been given an opportunity to present his case previously but did not appear. The board concluded there had been no substantive change since the earlier denial; a motion to deny Roper's application was made, seconded, and carried by voice vote.
Separately, the board considered new operator license applications from Daniel Sewell, Nathan Ori, David Brown and Jessica Goderski. Staff reported background checks were satisfactory. The board moved to approve the four new operator licenses and the motion passed by voice vote.
Next steps: Denial letters and notice of due process will be sent in the case of Roper; the approved licensees will be entered into village records for licensure and compliance monitoring.
