Council approves consent items, change orders and Trader Joe’s liquor license after recusal

Later in the meeting, the council approved a liquor license for Trader Joe’s. Councilman Vogeltanz recused himself from that vote; the motion to approve was made by Councilman Scott Discon, seconded by Councilwoman Jill Lane, and approved by the remaining councilors.
