Staff told the council it had attempted to reach owners and occupants of the 302 W. 13th property; the occupant is incarcerated and the owner is receiving treatment out of town. Staff estimated an abatement could cost between $10,000 and $15,000 and said the city would place a lien to recover costs. Councilmember (speaker 7) moved to authorize Dr. Brasier and staff to begin the abatement process, develop work orders and coordinate necessary street completion work; the motion was seconded and approved with no opposition recorded.
On 709 East Nevada (owner deceased, mixed custody of addresses), staff recommended continued outreach; council approved a motion giving staff (Miss Busch) authority to continue trying to locate responsible parties for 30 days and to post notice on the property at the end of that period if there is no response. For 801 North Tackett, staff reported progress and recommended no action tonight; council agreed to continue monitoring and to revisit the item if necessary.
Council emphasized it prefers owners to have reasonable time to comply before the city conducts abatement work, but directed staff to proceed with notice and the abatement process on 302 W. 13th given longstanding deterioration and public-safety concerns. Staff said it would place liens after abatement to recoup city expenses and would report back to council on outcomes.
