River Ridge board accepts resignation of Supervisor James Gilman; recruitment plan announced

The River Ridge Community Development District Board accepted the resignation of Supervisor James Gilman (Seat 1) at its Aug. 27, 2024 meeting and outlined the process to fill the vacancy by appointment.
Mrs. Adams presented Mr. Gilman’s resignation letter. The board voted on a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, to accept the resignation; the motion passed unanimously among those present.
Because the seat will be filled by appointment rather than election, the board asked that Mr. Long and The Meadows’ POA Manager e-blast residents about the vacancy, candidate qualifications, and the requirement to submit a resume or letter of interest before the next meeting. Staff also presented materials related to oath administration, required ethics training, Form 1 instructions and Form 8B (memorandum of voting conflict), and guidance on the Sunshine Amendment and code of ethics; that package was deferred for a future agenda.
Why it matters: the appointment will determine who represents Seat 1 through Nov. 2026; the board’s outreach steps create a public recruitment pathway rather than a staff-only appointment.
The board did not vote on an appointment at the Aug. 27 meeting; candidates are expected to be solicited ahead of the next regular meeting scheduled for Sept. 4, 2024.
