River Ridge CDD adopts 2024–25 budget, approves special assessments

The River Ridge Community Development District Board of Supervisors adopted the fiscal year 2024–25 budget and certified special assessments at its Aug. 27, 2024 meeting.
District Manager Chuck Adams told the board that the budget in the published agenda contained errors and that staff had made scrivener corrections, including an edit to the “Street sweeping” description. The public hearing was opened and, with no affected property owners speaking, Mrs. Adams closed the hearing.
On a motion by Supervisor Kurt Blumenthal and a second from Supervisor Robert Twombly, the board adopted Resolution 2024-07, "Relating to the Annual Appropriations and Adopting the Budget(s) for the Fiscal Year Beginning October 1, 2024, and Ending September 30, 2025," as amended. The motion passed with all supervisors present voting in favor.
The board also opened and closed a public hearing on Resolution 2024-08, "Making a Determination of Benefit and Imposing Special Assessments for Fiscal Year 2024/2025," and adopted the resolution as amended after deleting references to “Exhibit B.” That motion likewise was made by Mr. Blumenthal and seconded by Mr. Twombly and passed with all in favor.
Supervisors in attendance were Terry Mountford (Vice Chair), Kurt Blumenthal (Assistant Secretary), Robert Twombly (Assistant Secretary) and Bob Schultz (Chair, attending by phone); Supervisor James Gilman was absent. The board recorded the votes by motion language and noted the approvals were unanimous among those present.
Why it matters: the budget adoption sets levy, spending priorities and service levels for the district for the coming fiscal year beginning Oct. 1, 2024, and the assessment resolution certifies the roll and the district’s mechanism for collecting the assessments.
The board also reminded supervisors to complete required ethics training and financial disclosure forms ahead of statutory deadlines. The board scheduled its next meeting for Sept. 4, 2024 at 1:00 p.m.
