The Strategy and Operations Committee opened its July meeting and moved immediately into an executive session to discuss fiscal year 2028 agency budget estimates and requests, the chair said.
Pursuant to "section 3-305(b)(13) of the General Provisions Article of the Annotated Code of Maryland," the chair announced the committee would adjourn to executive session at the start of the meeting to discuss the FY28 budget, which the chair said the committee would spend the entirety of the meeting addressing. The chair also said the committee would reconvene from executive session at approximately 5:30 p.m.
A motion to adjourn to executive session was made in the public portion of the meeting when Maggie said, "So moved." The chair then called for a voice vote; Maggie was recorded saying, "Aye." The public transcript does not capture other members' individual votes by name.
Before moving to the closed session, participants briefly addressed technical issues and connection problems. A participant identified herself as "Maggie" during the setup period, reporting camera trouble and noting that some attendees had joined the wrong link; the chair asked Zach to resend the correct link to one attendee, Yamada.
The committee left the public hearing and entered executive session to carry out the budget review under the stated statutory authority. The public portion closed with the chair thanking the public and confirming the shift to executive session.
