University Heights council adopts emergency appropriations, approves demolition/site plan for Washington Blvd. house

Finance Director Dennis Kennedy told council the amendment (Ordinance 2025-03) restores a $10,000 community relations appropriation that had been omitted during budget processing and increases Fund 221 by $75,000 to align with a payment timing issue for an Ohio Department of Public Safety grant that was budgeted last year. Kennedy said the city has sufficient fund balance to cover the increases.
Council first voted to suspend the rules and then to pass Ordinance 2025-03 on an emergency basis; roll-call votes on both the suspension and passage were recorded as all "aye."
Separately, the Council approved a Planning Commission recommendation to demolish the house at 14500 Washington Blvd. and approve a site plan for a new house construction. Chris Bungy, General Manager of Drees Homes, explained the project has already obtained a 1% land-coverage variance from the Board of Zoning Appeals and the Planning Commission approved the project unanimously. The motion to approve the demolition and site plan — conditioned on the homeowner entering into a development agreement and posting a bond — passed on roll call with all council members voting "aye."
What happens next: Ordinance 2025-03 takes effect under the emergency clause as passed; the city will implement the appropriations for community relations and fund 221. The homeowner and Drees Homes must complete the development-agreement and bond conditions before demolition proceeds.
