Carroll County supervisors approve payables, plats and FY27 salaries; secondary roads staff outline construction and staffing updates

The board also approved four plats — for Mike Halbrick (Arcadia Section 10), two for Laverne Langle (Eaton Sections 8 and 21) and one for Bessie Sterner (Pleasant Valley Section 28) — on a single motion that carried.
Personnel and budget: Supervisors approved the fiscal‑year 2027 salary base to be included in the budget, described in the meeting as consistent with the plan approved in January.
Public works and permits: The board approved a utility permit for Gary Vetter to place an HDPE waterline under Aspen Avenue near the Crawford/Carroll County line after secondary roads staff said they saw no issues. Secondary Roads staff said a contractor expects to install a box cover on Sycamore Avenue between July 20 and Aug. 1 and estimated the work could take about a week to two weeks once it begins. Staff also reported Union Pacific will perform track work and may cause short closures at several county crossings; they said the railroad handles traffic control. The department announced the pending retirement of a motor operator at the end of August and plans to advertise the vacancy next week. Staff noted two motor graders recently arrived.
Manure updates and committee reports: The board read annual manure management updates for multiple farms, noting changes in crop rotation for 'optimum yields' at several sites and 'no changes' at others. Supervisors also reported on committee activity, regional meetings, opioid fund availability for local programs, and upcoming local events.
Closed session: Toward the end of the meeting the board moved into closed session "pursuant to Iowa code section 21.51 c" to discuss litigation strategy with counsel; a roll call was conducted and the motion carried.
