CDD files NPDES report, discusses storm surge planning and approves drainage easement template

River Ridge staff said the Lee County NPDES Cycle 4 Year 7 Annual Report was approved by the county and will be submitted to FDEP before Nov. 1, 2024. The Board discussed multi‑agency storm surge planning and authorized a template Grant of Easement for drainage from PSGRC to the district; staff and an attendee noted Phase I/II drainage work has not yet started due to standing water.
At the Oct. 22 meeting District engineering staff reported that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report was reviewed and approved by Lee County and will be filed with the Florida Department of Environmental Protection in advance of the Nov. 1, 2024 deadline.
Mr. Zordan said the district should expect a new permit cycle in the fall but that no issuance date has been announced; as a result, staff will continue as if in Year 8. The Board discussed potential future changes to sampling requirements and the role of stormwater ponds (which are expected to catch runoff and are not held to the same standard as natural lakes).
Separately, Eric Long and staff described broader storm-surge resilience planning being developed for Pelican Sound, including a potential advisory or review panel and coordination with county, state and village agencies. Mr. Long cited a hypothetical topographic study indicating a 10–12 foot surge could inundate roughly 45–55% of the community and asked the CDD to designate a Board and staff representative to assist with planning; the Board agreed Mr. Long and Mr. Merrill will assist and authorized Mr. Krebs to help as necessary.
District Counsel Tony Pires presented a template Proposed Grant of Easement for Drainage from PSGRC to RRCDD and recommended the form be used with a sketch and legal description for each instance. The Board approved the template by motion. Mr. Krebs said he is preparing additional drainage easements for Seaside II and the Golf Course area and will forward details for agenda consideration. Resident Mike Rainstin said no construction has yet started on Phase I/II drainage improvements; staff noted work is delayed until the ground dries.
The Board's actions included filing the NPDES report on schedule and adopting a repeatable drainage-easement template to be used with specific sketches and legal descriptions when individual easements are brought forward.
