River Ridge board appoints Keith Merrill to fill vacant Seat 1, adopts officer slate

The River Ridge Community Development District Board of Supervisors unanimously appointed resident Keith Merrill to fill the unexpired Seat 1 term, which runs through November 2026.
Chair Bob Schultz nominated Merrill; the motion was seconded by Robert Twombly and carried with all members voting in favor. After the vote Mrs. Adams, acting as a Notary, administered the Oath of Office to Merrill.
At the same meeting the Board adopted Resolution 2025-01, electing the following slate of officers as nominated by Kurt Blumenthal: Bob Schultz as Chair; Terry Mountford as Vice Chair; Kurt Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries. The resolution also removed James Gilman as Assistant Secretary. The motion to adopt the resolution was seconded by Terry Mountford and passed unanimously.
District Counsel Tony Pires and Mrs. Adams reviewed post‑appointment requirements for the new supervisor, including required ethics training and filing Form 1, the Sunshine Law and the Code of Ethics for Public Officers and Employees, public records obligations, permissible use of CDD email, and Form 8B (memorandum of voting conflict). The Board noted staff will administer additional onboarding requirements at the November meeting.
The appointment and officer elections were procedural and carried without dissent. The Board confirmed the next regular meeting has been rescheduled to Nov. 19, 2024.
