UCargo Trust approves minutes, hears treasurer’s report and discusses seeking Town of Concord funds

The Chair called the July meeting of the UCargo Trust to order at 9:02 a.m. and members approved two sets of minutes after a clerical correction noting an incorrect month in one set. The trust then heard the treasurer’s monthly report and discussed possible outreach to the Town of Concord about recently reported audit surpluses.
The Treasurer said there was "very little to report" for the month but detailed incoming and outgoing activity: the trust received three donations totaling about $6,101, disbursed $5,000 from the silent fund to Emerson umbrella camps and related camp programs, and awarded a $920 campership. She also reported a combined ending balance of approximately $285,000 across the trust’s accounts and said earlier records (June 2022) showed higher totals in some funds, including about $130,000 in the tax-relief account.
Committee members requested historical charts or beginning-of-year balances going back several years to better understand trends in donations and fund levels. One member asked whether the trust could move money between accounts; a staff member said they would follow up with their supervisor and report back.
The Treasurer referenced an article in the Concord Bridge reporting that the town had found extra audit money and suggested the trust could ask the Town of Concord for a donation to the property tax relief fund. Dean, identified as a Select Board member, responded that redirecting or reallocating town funds would require formal action at town meeting and would likely not be a rapid fix. "My best take on that is that... moving money around at this point is gonna take an action of town meeting," Dean said, noting prior adjustments the town has recently made to cover overspent accounts.
The trust scheduled its next regular meeting for Tuesday, Aug. 11 and expressed a preference to remain on Zoom. Before closing the public session, the Chair moved to enter executive session to discuss individuals and families requesting assistance, saying disclosure would violate privacy; members voted in favor and the meeting proceeded into executive session.

Each motion carried by voice vote with the Chair, the Treasurer and one or more members indicating assent during the roll calls.
