The Ranlo town manager presented a proposed budget of $4,432,100 for fiscal year 2022—23 at the May 12 meeting, outlining fund totals, expected surpluses and several revenue and rate considerations.
The recommended package includes a general fund of $2,382,300, a utility fund of $1,796,800 and a stormwater budget of $60,000. The manager said the draft recognizes estimated surpluses (about $102,962 in the general fund and smaller surpluses in other funds) and aims to add roughly $195,000 to town reserves while maintaining current services.
The manager told the board the budget is based on a 50¢ tax rate and on proposed adjustments that include a 5% water-rate increase and a 55% sewer-rate increase mandated by the town's utility provider. He said those revenue projections and line-item adjustments were coordinated with the North Carolina State Treasurer's Office as part of the town's review.
On grants, the manager reported staff submitted three major applications to the North Carolina Department of Environmental Quality: roughly $1,800,000 for an interconnected city project in the Monterey Park Drive area, $8,400,000 for sewer rehabilitation and $3,900,000 for line replacement work, for a combined $14.1 million in requests.
He also reported that a 111-acre parcel known as Lewis Farms is on the market for $16,000,000 and that the town may see rezoning or subdivision proposals if developers pursue the property. The manager said the town is on the Local Government Commission's assistance list and that the recommended budget is designed to conserve resources and restore fiscal stability.
The manager said a public hearing on the budget ordinance is scheduled for June 9, 2022, at the regular board meeting. He also noted the town will continue to monitor health-insurance negotiations; an initially cited 22% increase in benefits is being negotiated toward a lower figure.
Next steps: the board will advertise the proposed budget, make the draft available for public inspection and hold a public hearing on June 9 before any final adoption.
