Ranlo staff returned to the council on Sept. 12 with a traffic‑calming proposal for Sapphire in the Spencer Heights neighborhood: install temporary devices at two locations recommended by the HOA, evaluate their effect for a month, then decide whether to install permanent asphalt humps.
Town Manager Hansen said he had attended the HOA meeting and that residents suggested testing a temporary device before committing to a paved speed hump. "What the homeowners association suggested, which I actually think is a fantastic idea, is instead of going forward with putting asphalt on the ground and committing to it, they asked, do we have a temporary structure?" Hansen said. He proposed placing a temporary bump near the cul‑de‑sac entrance and another location and meeting the HOA again after a month to evaluate results.
Hansen cited a preliminary unit cost of about $8.25 for the temporary device and said the police department could deploy a temporary measure without formal pavement work. The manager noted the board could later decide between speed bumps and speed tables depending on the effect and resident feedback.
The council discussed locations, cost and whether police or staff needed board blessing to deploy a temporary device; Hansen indicated staff would coordinate with the HOA and return if a permanent installation were recommended.
