Andover approves community center assistant hire, hears infrastructure and budget updates

Streeter reported the Long Hill Bridge replacement remains on schedule; contractor work has removed the old west‑side abutment and crews have placed toe boulders to stabilize the stream for the next construction phase. He said coordination with Frontier Communications is pending to relocate lines necessary for work.
On the AES bathroom renovation, the board heard that asbestos was discovered in piping, and the project will require an additional $30,000–$35,000 to complete. Streeter said he will provide an update next month and that the additional costs were unforeseen.
Public works items include an expected 4–5 week timeline for the diesel fuel pump and installation at the DPW facility, and ongoing work to prepare easements for the Lake Road/Masula Road and Bozola Road culvert projects. Streeter said engineers recommend individual meetings with property owners to negotiate temporary and permanent easements; the board agreed to prioritize the most critical parcels early in the process.
Finance updates noted the town is consolidating multiple bank accounts into four core accounts to maximize interest earnings, including participation in the Connecticut Short‑Term Investment Fund (STIF). The treasurer was on vacation, but the chair and Streeter confirmed reconciliations through June 30 and said some budget line items (notably fuel/oil) require follow‑up to determine overages and inter‑entity billing for school and regional partners.
Other items: the board deferred a Hopriver Home contract vote because the final contract was not in the packet; it approved a signatory resolution authorizing the town administrator (Matt Streeter) to sign OPM and other state grant documents; and it approved an event permit for the Norton Trick‑or‑Trot road race scheduled Oct. 24, 2026.
The meeting closed after routine departmental reports and public comments congratulating the appointees and volunteers.
