The presenter also explained that the operator pays 100% of the expenses for the level‑2 and level‑3 stations and that city payments from the revenue‑share agreement are made quarterly in arrears after the vendor compiles usage reports. Board members asked about utilization rates; the vendor said level‑2 plugs run a 2–3% load factor and the Park Avenue charging hub averages about 11–12% load factor, noting incremental improvements in recent months.
Board members discussed making city staff and utility administrators able to access the vendor’s backend software directly so staff can audit sessions and revenue independently; the vendor said that access is in progress. The vendor also noted that PlugShare lists public stations and suggested it as a public‑facing reference for station locations.
