Trappe introduces $645,000 line of credit to finance ENR wastewater upgrade

President Newnam read Ordinance 7-2025, which authorizes a Shore United Bank promissory note in the principal amount of $645,000 to provide interim financing for the design and construction of an upgraded Town of Trappe wastewater treatment plant for enhanced nutrient removal (ENR). Town Attorney Lyndsey Ryan said the line will be used to pay for ENR design work, carries a 5.25% interest rate and has a maturity date of Dec. 31, 2026.
Commissioner Rose Potter moved to introduce Ordinance 7-2025; Commissioner Walter Chase seconded. The motion to introduce the ordinance passed unanimously. The council set a public hearing on the ordinance for Jan. 7 at 6:00 p.m., giving residents an opportunity to comment before final action.
The ordinance states the town will pledge its full faith and credit toward repayment and expects to repay the LOC with grant funds received by the Maryland Department of the Environment, according to the ordinance language read into the record.
