Star Valley Ranch council discusses roads funding, ORV permits and possible fireworks ban; agenda motions pass

At the Oct. 8 Star Valley Ranch work session, council members reviewed multiple board reports and brief operational items and recorded two procedural motions.
Roads and ORV permits: The Roads board said it will meet Oct. 15 at 6 p.m.; council members emphasized the need for public education on the "6th penny" sales-tax initiative and discussed a potential ORV‑permit program. The mayor said he will circulate a draft ORV permit for council review.
Tourism and finance: The Travel and Tourism board reported lodging-tax receipts are above budget. The Finance board is scheduled to meet Oct. 10 at 4:30 p.m. Planning and Zoning reported a shortage of board members and said some functions will shift to the Planning Commission.
Fireworks and right-of-way trees: Councilman Merrill asked whether trees on Vista East within the right-of-way can be trimmed. The council also discussed modifying the fireworks ordinance to prohibit fireworks at any time.
Procedural motions: Councilman Rok moved to approve the meeting agenda; Councilman Denney seconded and the motion passed by unanimous vote. Councilman Denney later moved to recess the work session until 7 p.m.; Councilman Merrill seconded and the council again recorded all ayes. The session recessed at 12:02 p.m.
What’s next: Several items require follow-up — the mayor’s ORV-permit draft, the Finance and Roads meetings, and a possible ordinance change on fireworks. The East Forest parcel and encumbrance resolution are scheduled for the November regular meeting.
