"I sent it to North Carolina Department of Water Quality. They already responded and said we're approved with a couple modifications," staff said, and added the town will be effective under its new five‑year permit on July 1.
On transportation and utilities, staff reported that all easements and land rights for the Ranlo Avenue extension project are secured and that engineers will submit plans for both the roadway and a waterline together so state reviewers consider the work as one coordinated project. Staff said the two elements draw on different funding sources (DEQ grants for waterline work and SCIF grants for roadway work) but will be packaged for submission and then put out to bid when cleared.
Staff also presented a budget preparation timeline with meeting dates for prioritization, a budget workshop and a public hearing. As part of that plan staff said it will "put a hard stop on all town spending" on June 1 (with emergency purchases allowable) to help close out the fiscal year and prepare for a July 1 budget effective date. Staff asked board members to review the timeline and confirm availability for prioritized dates in April and May.
No final votes on the budget timeline, Ranlo Avenue contracts or grant acceptance were recorded at the meeting; staff said next steps would follow state review and future board decisions.
