Board sets $53,000 bid threshold, approves IDEA grant submittal and advances AI policy reading

The board approved the submittal of the FY2026 Individuals with Disabilities Education Act (IDEA) grant application to the New Jersey Department of Education for $142,520. The board also resolved to set the district bid threshold at $53,000, reflecting a State Treasurer-authorized increase for districts whose School Business Administrator holds a Qualified Purchasing Agent (QPA) certificate, effective July 1, 2025 (citing N.J.S.A. 52:34-7 and N.J.S.A. 18A:18A-3(b)). Under the resolution, the School Business Administrator/Board Secretary is authorized to award contracts up to the bid threshold and, for contracts less than the bid threshold but at least 15% of it, to seek at least two competitive quotations.
The board accepted the final reading and adoption of revised policies 0155 (Board Committees), 5111 (Eligibility of Resident/Nonresident Students), and 5512 (Harassment, Intimidation or Bullying). The board accepted the second reading of new policy 2365 (Acceptable Use of Generative Artificial Intelligence) and the first reading of regulation 5516 (Use of Electronic Communication Devices).
The policy motions were approved by roll call (mover/second recorded in the minutes). The minutes do not include the text of the new AI policy within the public minutes; the policy number and reading status are recorded. The board directed that procurement and grant-submittal authorities be administered through the School Business Administrator/Board Secretary per the adopted resolution.
Next steps: the IDEA grant will be submitted to the New Jersey Department of Education; the revised policies and the AI policy will proceed per the board’s readings and adoption schedule.
