Board approves policies, strategic plan and procedural items; enters closed session

Agenda and consent: The board approved the meeting agenda and the consent agenda by voice vote.
Policies: Andrea Lilly presented the third reading of Policy 61.40 (Student Wellness) and Policy 62.30 (School Meal and Competitive Food Standards). The board moved, seconded and approved the policy revisions on third reading by voice vote.
Strategic plan: Dr. White asked the board to adopt the 2024–2029 strategic plan, which he described as built on three pillars: education, environment and community partnerships. A board member moved to accept the plan "as presented," and the board adopted it by voice vote.
Construction procurement direction: After a presentation on delivery options and GMPs, the board directed staff to pursue the design‑build procurement method for a new high school and requested that staff draft an RFQ.
Closed session: Burgess moved the board enter closed session pursuant to multiple North Carolina statutes (as recited on the record) to discuss confidential personnel and student matters, consult with the board’s attorney and consider contract/real property terms. The board voted to enter closed session. The board also moved to approve and keep the closed‑session minutes closed.
Adjournment: The board adjourned the meeting; Dr. White announced the next regular meeting will be Dec. 2.
