McPherson urged contract language and procurement choices that protect the district from major defects at opening: "A roofing mechanism should not be leaking on your first day in operation. You should not be getting a ... certificate of occupancy with that many leaks," he said, and recommended including specific roofing provisions and warranty terms.
Following questions and discussion, Burgess moved that the board go with the design‑build delivery method; the motion was seconded and approved by voice vote. McPherson said he will work with Dr. White to prepare a request for qualifications (RFQ) for a design‑build team.
The board’s direction is procedural: it does not award a construction contract but authorizes staff to pursue procurement steps for the design‑build method and to develop RFQ documentation and contract provisions to reflect the protections discussed.
