Martin County unveils draft 2024'2029 strategic plan with 90% graduation goal and expanded supports

Martin County Schools presented a draft strategic plan for 2024'2029 during the board work session on Oct. 21 that lays out three pillars — academic excellence; educational environment and experience; and meaningful community partnerships — and specific measurable targets for graduation, proficiency and growth.
Superintendent Dr. White framed the plan as the district's roadmap after a year of stakeholder meetings and internal work. The draft's highest-profile goal is to increase the district's graduation rate to 90% by 2029. "By 2029, we will annually graduate 90 percent of students prepared to reach their full potential and lead productive lives," the superintendent said during the presentation.
The plan pairs that target with implementation steps the district said are already in use or planned: individualized cohort tracking and one-on-one scheduling, monthly MTSS and data-driven meetings, alternative learning program options for students who struggle in a traditional setting, and teacher coaching and professional learning communities. Curriculum updates were also highlighted: the district adopted new K'12 ELA and math and multi-year science materials on five-year renewals and said schools would use district pacing guides and quarterly mastery assessments to monitor progress.
District leaders underscored several accomplishments that the plan will build on, including a recent transition to a 1:1 device model (each student and teacher assigned a device; grades 3'12 devices go home, K'2 stay at school), expanded CTE pathways (new welding and construction programs), a new early college partnership with Martin Community College enabling multiple two-year degree pathways, and the addition of full-time counselors and social workers at each school.
The plan also sets targets for school climate and family engagement (95% favorable family survey responses by 2029), attendance (95% daily attendance target), and employee experience (95% positive staff engagement and satisfaction responses by 2029). The district described specific steps: establishing district-level attendance and PBIS teams, multilingual family outreach and ESL nights supported with Title I funds where allowable, monthly principal professional development, and recruitment/retention strategies with local universities.
Board members asked several implementation questions: where ESL fits (staff said it falls under the MTSS umbrella and noted three new ESL tutors had been hired), how cohort tracking would be monitored (staff described daily spreadsheets and outreach to transient students), and interim targets (staff described incremental 5-point increases toward the 90% graduation goal).
Superintendent Dr. White said the draft will be published on a dedicated strategic-plan website and returned to the board for final adoption at a later meeting; the board was invited to provide feedback via the superintendent's weekly update and the website materials.
