Energy Committee asks Select Board to consider taking public stances on state legislation; board will decide case-by-case

Energy Committee Chair Jim Nourse came before the Town of Lyme Select Board on April 14, 2026, to ask whether the board would take public positions on state legislation that concerns the committee and to ask about the appropriate timeline for submitting long-term capital recommendations (for items such as electric emergency response vehicles).
Select Board member Benjamin Kilham told the committee that "the Select Board’s decision on making public statements will need to be determined on a case-by-case basis." The board did not adopt a standing policy at the meeting; rather, Kilham encouraged the Energy Committee to bring any legislation the committee wants the Select Board to comment on for the board’s consideration.
Administrator Dina Cutting said she would share the capital reserve fund lists and the town timeline with the Energy Committee to help the committee time any long-term capital recommendations. The committee and the board discussed the need to coordinate proposals with the town’s budget and capital-reserve schedules.
No formal vote or binding directive to take public positions was made at the April 14 meeting. The action agreed was procedural: town staff will provide the committee with reserve-fund lists and timing information so that the committee can plan any requests for board support on specific legislation or capital items.
