Mebane releases draft "Mebane 2045" comprehensive plan and opens public comment period

The City of Mebane released a draft of its comprehensive plan, “Mebane 2045,” in a posted video and opened a public comment period that closes on Sunday, Aug. 24, City Development Director Ashley Oimby said. Planners Brianna Perkins and Mitchell Penske walked viewers through the draft’s chapters, including existing conditions, the plan’s 10 goals, a future land-use map and two concept-area visions.
Oimby said the plan covers the city limits, the city’s extraterritorial jurisdiction and an area of interest aligned with the long-range utility plan where water and sewer extension may be feasible. “A plan does not have the force of law like zoning does,” Oimby said, noting that the document is a guide to future decisions rather than a regulatory code.
Planners reported robust early engagement: the project website had more than 1,600 active participants, and the first survey generated hundreds of responses that helped shape 10 draft goals and associated objectives. The video emphasized that the online survey is organized by chapter and page; viewers were asked to download and read the draft before submitting comments.
Chapter 4 presents a future land-use map with place types that describe expected land uses, scale and density, connectivity and open space. Mitchell Penske outlined the first concept plan for Clay Street, which envisions infill development along the western portion of Clay Street to create a stronger street edge leading to Mebane Community Park and to encourage mixed-use redevelopment in downtown.
Brianna Perkins described a second concept focused on an underutilized area around the NC 119 Bypass near 5th Street, showing redevelopment of buildings more than 40 years old, infill and an open-space network intended to support multiple transportation modes and an employment center.
Chapter 5 lists implementation projects organized by the plan’s 10 goals; the video cited examples including acquisition of land for public parking in downtown and prioritized stormwater management projects to replace aging infrastructure. The presenters said the Mebane Planning Board will review the draft on Aug. 11 and Sept. 15; after the board’s recommendation the City Council will consider the plan in public hearings.
The video invited residents and stakeholders to submit chapter-specific feedback through the online survey before it closes Aug. 24 and said the city will share additional community reactions and highlights on its social channels.
