HR director seeks analyst position, cites reduced turnover and internship pipeline

Human Resources Director Beatrice Hunter told councilors the department onboarded 35 employees so far in the fiscal year and has reduced turnover from a high of 16% down to about 7%.
"We onboarded 35 employees this year to date," Hunter said, and she credited streamlined online applications, intern partnerships with Elon University and improved onboarding automation for better candidate flow and retention.
Hunter requested one full‑time human‑resources analyst to bring staffing closer to industry standards; she explained the city currently operates below recommended HR‑staffing ratios and is preparing a compensation study focused on police, fire and recreation and parks to inform future pay decisions.
She said implementation of Laserfiche for records and the planned comp study will help the city manage future retirements and maintain service levels. Councilors thanked HR staff for onboarding and retention work; the request will be considered as part of the broader budget process.
