The City Council approved a conditional rezoning for two parcels near Supper Club Road that will allow a townhome community of 69 units under an R-8 conditional district.
Applicant representatives described the project as a for-sale townhome development aimed at first-time homebuyers, with typical units about 1,520 square feet, three stories and one-car garages. The developer said the intended sale price range would be in the low-to-mid $300,000s and that the plan includes private open space, a small dog park and a payment in lieu of public recreation of roughly $95,000 to the city parks program.
Staff confirmed the site is in the city's extraterritorial jurisdiction and that utilities are available; no traffic impact analysis was required because the site's projected trips were below the NCDOT and city thresholds. Council members asked about buffers, the stub-street required by the UDO and how architectural commitments would be enforced; staff and the applicant said commitments are included in the conditional district plan and the developer said they had received planning-board support.
After public comment from immediate neighbors about rear-yard buffer continuity, the council approved the rezoning by voice vote, finding the proposal consistent with the MeBane by Design comprehensive plan for a secondary growth area.
