Winter Harbor Selectmen met at the Town Office on Feb. 9, 2026. G. Harrington called the meeting to order at 6:00 p.m. and the board approved the Jan. 28, 2026 meeting minutes and Warrant #37 (Feb. 3) and Warrant #38 (Feb. 5), each recorded as "Approved 3-0."
The board accepted the Treasurer's Report dated Feb. 6, 2026, recording a Trio-General Ledger balance of $974,506.19 and a six-month certificate of deposit of $107,539.29; the minutes also note bond investments valued at roughly $2.86 million. The Tax Collector's Report dated Feb. 6, 2026 was accepted; the minutes show taxes receivable of $1,053,167.09 for FY26, $13,690.19 for FY25 and $4,744.63 for FY24.
Selectmen voted to permit the Planning Board to use Zoom for one meeting, a request the board approved 3-0. The board also approved M. Sargent as the backup for SALT meetings (approved 3-0). The Town Manager reported that legal guidance confirmed the Budget Committee quorum is seven members of a 12-member committee; members discussed whether to change the ordinance prior to the election of committee members at Town Meeting and how that could affect budget planning.
During public comment, S. Fortin asked for more detail from the Budget Committee, saying, "Budget Committee would like a line by line of the budget." The minutes list the Schoodic EMS report for information (no action noted).
The minutes record the meeting adjourned at 6:35 p.m. Later entries note an executive session under 1 M.R.S.A. § 405(6)(A) on personnel matters, taken at 6:40 p.m. and concluded at 6:50 p.m. The minutes are signed "Respectfully submitted, Sara J. Liscomb, Town Manager."
