Staff reported a pavement condition index showing the city above industry targets on average (about 86.9% of roads at or above the target) and described resurfacing options ranging from a steady pace (~$1.57M/year) to an accelerated five‑year plan (~$15M total). A consultant‑run sidewalk inventory and a contractor‑led sidewalk grinding program were highlighted as recent cost‑savings: staff said grinding roughly 138 problem sidewalk sections cost about $50,000 versus an estimated $141,000 to fully replace those sections.
Maintenance ops also asked for routine investments such as a $100,000 annual roof maintenance allotment to avoid emergency replacements, and noted several unfunded priorities (irrigation repairs, foreman positions and lighting projects). Commissioners asked for a sidewalk assessment report and more detail on whether housing equipment or building vehicle‑wash capacity would extend asset life in salt‑exposed areas; staff said they would provide the sidewalk inventory and a lifecycle analysis.
Commissioner Martin requested that the commission add an agenda item to study raising the monthly stormwater fee (currently referenced in the presentation as about $8.72) to bring more funding into stormwater programs; the chair agreed to place that follow‑up on a future agenda so the council can study the ordinance and public outreach implications.
Staff said they will return with the sidewalk inventory, an analysis of the stormwater fee options and clarifying cost details on unfunded items.
