Norfolk received formal presentation of the 2026 All‑America City Award during Tuesday’s City Council meeting when Rebecca Trout, senior director of programs and partnerships for the National Civic League, described the criteria and praised Norfolk’s community‑led approaches.
Trout said the jury was impressed by Norfolk’s pilot programs that test promising solutions before wider rollout, the city’s attention to equity, and the way residents were engaged as coequal participants in local problem solving. "The jury was blown away by Norfolk," Trout said, and the council and community joined in a short celebration and group recognition.
Mayor and council members thanked staff and community partners who participated in the application and finalist presentation. City leaders invited the visiting delegation and Norfolk team for a photo on the chamber floor.
What’s next: City officials said they will continue work on the programs that earned the recognition and build on resident partnerships highlighted by the National Civic League.
