Council accepts $18,600 sidewalk bid, hears update on downtown fencing and utilities

The Rural Retreat Town Council voted to accept a contractor's $18,600 bid to replace sidewalk sections on Main Street and Veil Avenue, with the town providing traffic control and obtaining required permits from the state DOT.
Staff explained the contractor will remove and replace the existing sidewalk (including excavation and a concrete wall where needed) and estimated the largest additional cost would be traffic control and flagging during construction. The quote was said to be valid for about 60 days and the contractor indicated work could take place in March. A councilmember moved to accept the bid and the motion was seconded and approved by voice vote.
Separately, staff updated the council on plans to fence the downtown lot. The plan calls for 50 feet of galvanized chain-link fence to connect an existing fence to the railroad and decorative galvanized fence for the remainder, with the overall estimate shown to council at about $38,000. Staff noted property pins had been located and discussed prior negotiations with the railroad about a lease or purchase for a small parcel; staff recommended leaving the area between the building and the retention pond open for public access.
Staff also reported progress on utilities: a meeting was scheduled to discuss an interconnect between town and county water systems, and work at the wastewater plant (including wiring for a pump and clarifier overflow repair) was largely complete pending an electric meter installation by the utility provider.
Council placed code-enforcement follow up and fencing oversight on future agendas; the sidewalk contract acceptance moves toward implementation pending permitting and traffic-control logistics.
