The Planning & Zoning Board voted unanimously on Aug. 5 to recommend that the city commission approve a special-exception use for a pain-management clinic at 900 North Dixie Freeway.
City staff summarized the application and the six clinic-specific criteria under the Land Development Regulations for such a use in the B-3 district. Staff said the clinic would be run by licensed physicians (MD/DO), would include a reception/waiting area, administrative and records storage space, five private patient rooms and a procedure room, and would operate by appointment only. "This is not a pill mill," the planner said, describing licensing and oversight records that staff reviewed and declined to include in the public packet for confidentiality reasons.
Staff noted the underlying zoning-text amendment that would fully authorize the use in this zoning district was not yet final at the city commission; the applicant understands the risk that commission action could change permitted criteria and, if so, the matter would return to the board for reconsideration. The board moved, seconded and voted 6–0 to recommend approval to the city commission with the conditions referenced by staff.
The record shows staff will forward the board’s recommendation and any standard permit conditions to the city commission; if the commission makes any changes to the text or conditions, the special-exception would return to Planning & Zoning for reconsideration.
