Committee advances UPAC procedural rule despite calls to wait for audits

Staff said Draft 1 implemented statutory changes required by recent legislation. Chair Carey and other proponents argued the draft reflects the minimum changes needed for statutory compliance; opponents, including Member Lier and Member Hall, urged postponement until two audits (an internal USBE audit and an OLAG audit) concluded and recommended broader stakeholder collaboration before imposing substantial rule changes.
"We are in the middle of not one but two audits on UPAC," Member Lier said, urging caution and more holistic review. Vice Chair Bollinger and others said delaying could hamper timely compliance with statutory deadlines.
After discussion, the committee voted to advance Draft 1 to the full board for consideration; the roll call recorded the motion passing with a 2‑1 tally on the committee (one member absent). Members who opposed said they may raise amendments at the board level and urged staff to consider implementing certain governance changes internally or through UPAC practice rather than board policy.
The committee also considered but did not adopt motions to postpone related UPAC items to the August meeting. Staff indicated they will bring an additional rule on hearing procedures required by the statute at a later date.
